It is an offer of immunity that has been broadcast from the White House podium, posted on Truth Social, and communicated through every available American channel. There is just one problem: Iran’s internet is currently running at approximately 1% of normal capacity, and the people Trump is addressing can barely hear him.
The military campaign that has accompanied Trump’s appeals has been devastating. American B-2 stealth bombers have struck Iran’s buried ballistic missile infrastructure with dozens of massive penetrating munitions. A large Iranian naval vessel has been hit and possibly sunk. Israel has issued mass evacuation orders in Lebanon covering over one million people and struck Hezbollah’s command infrastructure across Beirut. The defense secretary has promised a dramatic surge in US operations. The IDF chief has promised undisclosed new phases.
The internet blackout in Iran is not accidental. It reflects both deliberate government restrictions and the physical damage that the bombing campaign has done to telecommunications infrastructure. With connectivity at approximately 1% of normal levels, Iranians cannot access foreign news, communicate securely with each other, or receive Trump’s message of immunity and liberation. The people he is trying to reach are effectively cut off from his words.
Iran’s government has not been passive in managing information. State television has continued broadcasting scenes of national mourning and defiance, framing the conflict as foreign aggression against the Iranian nation. Friday prayers in Tehran drew massive crowds that were broadcast to the country and the world. The Revolutionary Guards have issued defiant statements. The disconnect between Trump’s message and his audience is a microcosm of a broader strategic contradiction in the campaign. To trigger an internal Iranian collapse, the population must be reached, inspired, and supported. But the tools of the military campaign — bombing, internet disruption, severing communications — make those objectives harder to achieve. Trump is fighting a war to liberate a people while simultaneously making it nearly impossible for that people to organize their liberation.
