In a significant gathering held in Tivat, Montenegro, European Union leaders and their counterparts from the Western Balkans came together to strengthen regional ties and further the aspirations of Western Balkan countries to join the EU. This summit, convened half a year after the previous meeting in Brussels, aimed to advance discussions under the theme “Shared Prosperity and Stability of the EU and the Western Balkans.” The agenda was packed with critical topics such as EU enlargement, economic integration, and enhancing security cooperation, all against the backdrop of escalating geopolitical tensions.

During the summit, EU leaders reiterated their dedication to supporting the Western Balkans’ journey towards EU membership. They assessed progress in integrating these countries into the EU’s economic landscape, with a spotlight on the Growth Plan for the Western Balkans, initiated in 2023. This plan promises up to €6 billion in funding, designed to spur reforms, catalyze investments, and facilitate deeper engagement with the EU single market.

Security matters, including foreign policy alignment, defense collaboration, and cybersecurity, were key points of discussion. The leaders emphasized the need to bolster defenses against cyber threats and counter disinformation campaigns and other external interferences. This focus underscores the importance of building resilience in the face of a rapidly evolving security environment.

The summit underscored the EU’s pivotal role as the Western Balkans’ foremost trade partner, investor, and donor. It also highlighted the necessity for ongoing reforms and regional cooperation as essential steps for these countries on their path toward potential EU membership.
